Fifteen Percent Water Changes How We Quote
Quail Ridge is an unincorporated census-designated place in north-central Pasco County. The 2020 Census counted 2,195 people and 819 housing units here, on 10.01 square kilometers of land and 1.71 of water. Roughly 15% of the area is under water, and the Pithlachascotee River runs through the community.
For concrete contractors in Quail Ridge, the flood map comes before the price. So we pull the FEMA zone for a Quail Ridge address first and note which road it fronts. The Hernando and Pasco permit guide explains the county rules in full. This page covers what changes in Quail Ridge.
Your mail says "Spring Hill, FL" (ZIP 34610, with part in 34669), but this is Pasco ground, and Pasco County is the permit office.
Zone A and AE Shares: What Concrete Contractors in Quail Ridge Check for Your Permit
We looked at 40 sample points inside the community boundary. Of those, 52.5% fell in zone X (minimal hazard), 35.0% in zone A and 12.5% in zone AE. These are shares of sample points, not acreage, but close to half the spots we checked sit in a mapped flood hazard area.
On paper, it works like this. Pasco exempts non-structural concrete flatwork under 500 square feet per parcel from a building permit, as long as it is not built on later. Since July 1, 2026 the county also lets a single-family owner request an exemption for work under $7,500, but that exemption excludes any property partly or fully inside a flood hazard area, and the county's request form asks outright whether yours is. The flatwork line is murkier. Pasco's current exemption sheet (rev. 6/30/2026) doesn't list flood zones as an exception to it, but an earlier version of the sheet did, so on an A or AE lot get the answer from Pasco Building Construction Services in writing before a pour.
We'll tell you which zone your lot shows and what to ask the office. To check it yourself first, start with the county's flood program page.
