Quick answer

Concrete contractors in Jasmine Estates, FL work in the densest community we serve in Pasco County, where about 43% of occupied homes are rented and most of the sampled ground is flood zone X. Spring Hill Concrete Co. pours driveways, patios, slabs and walks here, and your free written estimate names the Pasco County permit step.

Jasmine Estates at a glance

Jasmine Estates is an unincorporated community in west Pasco County with 21,525 residents, crossed by US 19, Little Road (CR 1) and Regency Park Boulevard (CR 77). We pour driveways, patios, slabs and walks on its small suburban lots.

About 84% of sample points are FEMA zone X, with 12% AE and 4% A. Soils are mostly Tavares sand and graded fill, with wetter Narcoossee fine sand and a few mucky units. Double Hammock Creek runs through the community.

Permit office: Pasco County Building Construction Services · official site Non-structural flatwork under 500 sq ft is exempt. The under-$7,500 request is not open on flood hazard parcels. Aprons need a Driveway Connection permit.

Concrete Contractors in Jasmine Estates on a Tight Grid Between US 19 and Little Road

Jasmine Estates packs 21,525 people and 9,212 housing units into about 9 square kilometers of land. It's the densest community in our Pasco service area, about 2,340 people per square kilometer by the 2020 Census figures.

US 19 runs through the community, Little Road (CR 1) and Regency Park Boulevard (CR 77) cross it, and Fox Hollow Drive and Grove Drive carry the neighborhood traffic. Mail goes to ZIP 34654 or 34668. There's no city government here, so every driveway, patio and slab goes through Pasco County Building Construction Services in New Port Richey.

The median house was built in 1979. If your slab is the original, it has carried cars for more than four decades. That's why concrete repair and resurfacing comes up here right alongside replacement.

When the Owner Isn't the One Living There

Only 56.6% of occupied homes in Jasmine Estates are owner-occupied, the lowest share among the Pasco places we serve. About 43% are rented. That changes how concrete contractors in Jasmine Estates like us book a job.

Pasco allows owner-builder permits only when the house is the owner's own home, and the county says plainly that it is not a rental. If you own a rental here, the permit goes through a contractor, and the visit has to fit your tenant's schedule. Send photos and measurements for a first look, and the written quote names the permit step before any work begins.

Own and live in the house? You can still pull your own permit. Just know the after-the-fact rule first: a permit applied for after the work costs double the usual fee plus at least a $50 fine.

Concrete patio with a built in fire pit and sectional seating, Jasmine Estates, FL

Mostly Zone X, With Pockets That Aren't

FEMA's flood layer puts about 84% of the sample points inside the Jasmine Estates boundary in zone X, minimal hazard. Another 12% fall in AE and 4% in zone A. These are shares of sample points, so look up your own parcel.

The zone matters for one of Pasco's two exemptions. The county skips the building permit for non-structural concrete flatwork under 500 square feet per parcel that will not be built on; its current exemption sheet doesn't carve flood zones out of that line, but on a flood-zone lot get it confirmed in writing. Since July 1, 2026 it also lets single-family owners request an exemption for work valued under $7,500, but that request is not available on property partly or fully inside a flood hazard area, and projects cannot be split to stay under the number.

The county decides whether a given driveway qualifies, and a slab for a future structure always needs a permit and sealed plans. Ask Building Construction Services in writing, or read our Hernando and Pasco concrete permit guide first. Your written estimate shows the permit step as its own line, so you can see what changes if the county says a permit is needed.

Tavares Sand, Graded Fill and the Narcoossee Wet Spots

The soil map for Jasmine Estates shows well-drained sand mixed with graded fill. The two largest units at our sample points are Tavares-Urban land complex at 23% and Tavares sand at 19%, both moderately well drained with the water table around 145 cm. Another 19% is shaped Quartzipsamments, which is graded fill. Narcoossee fine sand, at 12%, is somewhat poorly drained, with the water table nearer 84 cm.

Where the ground is graded fill, we probe for soft pockets and loose edges before we set forms. A few points sit on wetter units: Aripeka fine sand, Chobee soils, Sellers mucky loamy fine sand and Adamsville fine sand, 3.8% each. On one of those lots, we'll talk about base depth and where the water goes after a July storm.

The Apron at Your Curb and the Roads That Belong to Others

Any apron in county right-of-way needs a Pasco Driveway Connection permit. The county's standard is a minimum of 12 feet and a maximum of 24 feet wide, with 3 foot flared ends. You call Sunshine 811 at least 48 hours before digging, give the county at least one day's notice before work starts, and finish within 180 days. County Engineering Inspections decides whether a culvert is required.

On Fox Hollow Drive and Grove Drive, that's the routine for concrete contractors in Jasmine Estates. A lot fronting US 19 is different. Connections to a state road go to FDOT under Rule 14-96, and that review runs on its own clock. The estimate names the office we expect to approve your apron, and we don't schedule a pour until that approval is in hand.

Widening for a second car? Our concrete driveway page walks through the spec, and the driveway cost guide shows how width and thickness change the number.

Embassy Hills, Regency Park, The Lakes and the Jobs in Each

OpenStreetMap maps Embassy Hills, Regency Park, The Lakes, San Clemente East and Golden Acres West inside Jasmine Estates. Housing is 82.4% single-family detached, with only 2.6% mobile homes, so the work here is mostly on houses rather than pads beside manufactured homes.

Think a replaced or widened driveway, a back patio off the lanai, a walk to the front door. Fox Hollow Elementary and Lake Lisa Park make handy landmarks when you tell us where you are. If your street has an association, get its approval on color and layout before the county permit. Association approval is a separate step from the county permit.

Each one gets its own line in the written estimate, so you can see what a patio adds without re-pricing the driveway. See concrete patio contractors and concrete sidewalk contractors for the specs.

Driveway, Patio and Stamped Pages for Jasmine Estates

Know the job already? Go straight to its page: concrete driveways in Jasmine Estates, concrete patios in Jasmine Estates, or stamped concrete in Jasmine Estates. For the poured alternative to pavers, the stamped concrete page shows the patterns and the sealer choice, and the stamped concrete versus pavers guide compares the two.

As concrete contractors in Jasmine Estates, we price by the square foot. Take an 18 by 22 foot driveway: that's 396 square feet, so $3,168 to $5,544 at our $8 to $14 per square foot. Tear-out of an old slab pushes the number toward the top. A patio of 240 to 400 square feet lands in our $1,680 to $4,800 patio range. A short walk to the door may hit our job minimum. Your price comes in writing after we see the lot.

Jasmine Estates Concrete Questions

I rent out my Jasmine Estates house. Can I pull the permit myself?
Not as an owner-builder. Pasco only allows that on your own home, not a rental, so a rental goes through a contractor. About 43% of occupied homes here are rented, so send photos and measurements and we can plan the visit around your tenant. You approve the written quote before any work begins.
Most of Jasmine Estates is flood zone X. Does that mean no permit?
No. Zone X only keeps the under-$7,500 exemption request open, and the county still decides whether your driveway qualifies. The separate 500 square foot flatwork exemption covers non-structural slabs not built on. Ask Pasco Building Construction Services in writing.
Does a driveway off US 19 follow the same rules as one on Fox Hollow Drive?
No. A county street apron uses Pasco's Driveway Connection permit, 12 to 24 feet wide with 3 foot flared ends. A connection to US 19 is a state road matter handled through FDOT under Rule 14-96. If you are unsure which road owns your frontage, send us your address and we will say which office to expect.
Is Double Hammock Creek a problem for a patio slab?
It can be if your lot is low. The creek runs through the community, and a small share of sample points here fall in flood zones AE and A. Check your parcel on FEMA's map and send it to us. We'll say whether the slab needs more base or a higher grade.
My driveway is from 1979. Replace it or resurface it?
It depends on how much of the slab is sound. A flat, solid slab with a worn surface can be resurfaced. Settled panels or cracks that move when you step on them mean replacement. We look at the slab and quote either way in writing, with no price until we see it.
Do concrete contractors in Jasmine Estates quote a job if my street has an association?
Yes. Send us the association's color and layout rules and we'll price to match. Approval from the association comes before the permit, and we won't schedule a pour until you tell us you have it.
