Quick answer

With 21,525 people sharing about 9 square kilometers, the 24 ft apron cap and the neighbor's side yard set the design. Concrete driveway contractors in Jasmine Estates pour 4 inch broom finish at $8 to $14 per sq ft. A free written estimate comes first, and a typical two-car runs $4,000 to $9,800.

Fitting a two-car pour onto a Jasmine Estates lot

Jasmine Estates is the most densely built of the six Pasco communities we checked for this site. The 2020 Census counted 21,525 people on 9.19 square kilometers of land, and 82 percent of the housing units are single-family detached homes. Lots that close together leave the slab one question to answer first. How wide can it get before it runs into the side setback, the walkway to the front door or the neighbor's drainage? Color and finish come later.

We start with a tape measure at the curb, the garage door and the side of the house. Then we draw the slab so water moves toward the street and away from both houses. Take a small lot with a 1979 ranch and a worn driveway. We'd size the replacement to what's already there, square off the slab and fill the old settled low spots. Our main concrete driveway contractors page covers thickness, steel and joints. The town page on Jasmine Estates concrete contractors covers the rest of what we pour here.

Exactly 500 square feet is not under 500

Pasco County's exemption sheet lists "Non-Structural concrete flatwork, under 500 square feet (per parcel), NOT to be built on." On a small lot, that sentence is easy to misread. A 20 by 25 foot driveway is exactly 500 sq ft, which is not under 500. Add a 4 foot front walk and you're well past it, since the line counts all flatwork on the parcel together.

Here are three sizes against the line, each priced at our $8 to $14 per sq ft broom-finish range:

DrivewayAreaPrice rangeAgainst the 500 line
One-car, 16 by 30 ft480 sq ft$3,840 to $6,720Under, before any walk or pad
Two-car, 20 by 25 ft500 sq ft$4,000 to $7,000At the line, not under it
Two-car, 20 by 30 ft600 sq ft$4,800 to $8,400Over

A typical two-car driveway of 500 to 700 sq ft runs $4,000 to $9,800 all in. Over the line, plan on a county permit and its $45 base fee unless Pasco confirms in writing that your job needs none. Tear-out, a culvert and permit costs are separate lines on the estimate. The driveway cost guide shows more sizes. We confirm all of it in a free written estimate after we see the site.

Crew placing and screeding concrete for a new driveway at a two-car garage, Jasmine Estates, FL

Landlord-owned driveways and who signs the permit

Only 56.6 percent of occupied homes in Jasmine Estates are owner-occupied, the lowest of the six west Pasco communities we checked. That leaves about 43 percent rented, and it changes who signs for a driveway. Pasco allows a homeowner to act as contractor only on the home the owner lives in, "NOT a rental." An owner who rents out the house can't pull the permit as a homeowner and has to hire a contractor to do it.

The paperwork changes too. Say a landlord is replacing a heaved driveway after a tenant complaint. The estimate goes to the owner, the site visit has to fit the tenant's schedule, and the start and finish dates go in writing. Tell us on the first call who owns the house and who'll be there. We'll plan access, a day when the cars are moved and a pour day that doesn't strand a tenant. At minimum, Pasco prices an after-the-fact permit at double the usual fee and fines it at least $50, so the order of steps matters.

Zone X ground, Narcoossee sand and the driveway base

Of the 25 FEMA sample points inside the community, 84 percent were zone X (minimal hazard), 12 percent were AE coastal floodplain and 4 percent were A. Pasco's $7,500 single-family exemption doesn't apply to a property in a flood hazard area, so a zone X lot keeps that door open. But the exemption is a written request filed with the contract, not an automatic pass, and a driveway that crosses the right-of-way still needs the apron permit.

The soil is mostly Tavares-Urban land and Tavares sand, group A, plus graded fill that drains well. Narcoossee fine sand is the exception. It's somewhat poorly drained, with a water table near 84 centimeters. There are also small pockets of Aripeka, Chobee, Sellers and Adamsville soils, and Double Hammock Creek runs through the community. On a wet corner we slope the slab away from the garage, build up the base with compacted sand and tell you where the runoff will go before the pour.

Concrete driveway contractors in Jasmine Estates and the 24 foot apron limit

The strip between the road and your property line is county right-of-way, and Pasco's Driveway Connection Permit requires written approval for any work there. The standard is a driveway at least 12 feet and at most 24 feet wide at the road, with 3-foot flared ends. A 28 foot apron for three cars side by side falls outside it, so extra width has to sit inside the lot. You call Sunshine 811 about 48 hours ahead and tell the county at least one day before work starts. The job must finish within 180 days, and Engineering Inspections decides on a culvert.

US Highway 19 runs through the community, and Little Road and Regency Park Boulevard cross it. A driveway that connects to a state road falls under FDOT's connection rules, separate from the county's, so an address on US-19 starts with a state permit step. A home on a side street such as Fox Hollow Drive or Grove Drive isn't on a state road, so the FDOT step drops out and the county apron permit covers the curb cut. Before we price, we check which road you're on and write the answer into the estimate.

Widening a one-car driveway in Embassy Hills or Regency Park

The subdivisions mapped inside the community include Embassy Hills, Regency Park, The Lakes, San Clemente East and Golden Acres West. Lot shapes differ from one to the next, so we measure each one instead of reusing a plan. The median home here was built in 1979, so half the houses are more than 45 years old. One job we'd measure first is turning a cracked one-car driveway into a two-car one: the extra width has to fit between the side yard and the walk, and the apron at the road still can't pass 24 feet.

If your street has an association, ask what it requires before the county permit. We can't speak for any of these subdivisions, and a one-line email to the association settles it. For a colored or textured driveway, see our stamped concrete in Jasmine Estates page. Bayonet Point sits along the same US-19 corridor, under the same county rules. The Hernando and Pasco concrete permit guide lays out Pasco's side. Comparing concrete driveway contractors in Jasmine Estates? Ask each one which setbacks and association rules it checked before drawing the slab.

Frequently Asked Questions

My tenant reported a heaved driveway. Whose name goes on the estimate?
The owner's. The estimate, the contract and the permit application are in the owner's name, and since Pasco's owner-builder route is only for the home the owner lives in, not a rental, a contractor pulls the permit. Give us the tenant's number and we set the site visit and pour day with them.
My driveway is exactly 500 square feet. Is it exempt?
The county's line says under 500 square feet, per parcel, so exactly 500 isn't under it. Add a walk or pad and you're further over. Plan on the permit and the $45 base fee unless Pasco confirms otherwise in writing.
On a lot this tight, can a new driveway send water to my neighbor?
It shouldn't. Pasco says work outside a flood zone may still need a lot grading and drainage plan, signed and sealed by a Florida engineer, showing no harm to neighbors. We slope the slab toward the street and mark the flow line on the sketch before you sign.
Can concrete driveway contractors in Jasmine Estates run a wider slab right up to the side property line?
That depends on setbacks. Pasco says they depend on your zoning, whether the lot is in a subdivision, whether it's a corner lot and more, and its Development Code Review Division answers that question. We check the setback before we draw a wider slab.
My rental is between tenants. Is that a good time to replace the driveway?
It's the easiest window we get: no cars to move and no tenant schedule to work around. Pasco's driveway permit gives 180 days to finish, and cars stay off a new slab for at least a week, so set the move-in date after the cure.
Will a pour day block my car or my neighbor's?
Yours, yes. On a tight lot the truck, the forms and the wet slab take your frontage on pour day, and cars stay off for at least a week while it cures. We tell you the day ahead and place the truck so the neighbor's driveway stays open.
