Why the flood map comes before the concrete mix
Hudson sits on the Gulf at the western edge of Pasco County, and the FEMA layer shows it. We sampled 26 points inside the community. 57.7 percent were AE coastal floodplain, 3.8 percent were VE, 11.5 percent were the 0.2 percent annual chance shading, and only 26.9 percent were plain minimal-hazard zone X. For a driveway, that changes which permit exemptions apply and limits how much fill you can add to raise the slab. It also raises the question of where water goes off the lot in a heavy rain.
Pasco's $7,500 single-family exemption, which took effect July 1, 2026, excludes "any work on a property located partially or entirely within a flood hazard area." On a Hudson canal lot, assume you're outside it. The county's 500 sq ft flatwork line is a separate sentence on the exemption sheet. The newer sheet no longer repeats a flood-zone carve-out for it, but the older sheet the county's home page still links did. So we ask owners in AE and VE zones to get the county's answer in writing before we quote a no-permit job. Our Hudson concrete contractors page covers the wider flood picture for patios and slabs.
Canal-spoil ground: what is under a Port of Hudson driveway
W.L. Hendry began digging inlets near Hudson Springs in 1950 and used the fill to raise ground for houses. That became the Port of Hudson neighborhood, and canal-front building grew in the 1980s. The soil survey fits the story. Udalfic Arents-Urban land, a filled and disturbed unit, made up about 15 percent of our sample points. Jonesville and Paola fine sands, which drain well, sit alongside it, and Homosassa mucky soil shows up in the wettest spots.
Made ground changes the base work under a driveway. Native sand compacts evenly. Dug-and-dumped fill can hide pockets of shell, roots or old debris, and it settles unevenly if nobody compacted it in lifts. When we cut out an old slab here, we probe the exposed base and re-compact it. If one corner is soft, we dig it out and rebuild it before the forms go in. That work is why our price runs from $8 to $14 per sq ft and not a single number. Mark the low spots you've seen after rain, and we'll measure them.
