Quick answer

Concrete contractors in South Brooksville, FL start with one question: city or county? This 18-square-mile community is unincorporated Hernando County and wraps the City of Brooksville, so your parcel's levy code decides who permits the job. Spring Hill Concrete Co. checks that, then your flood zone, and gives you a free written estimate after we see the site.

South Brooksville at a glance

South Brooksville is an unincorporated Hernando County community of 4,311 people that wraps the south side of the City of Brooksville, crossed by US 41 and SR 50. We pour driveways, patios, slabs and walks here, about 24 minutes from our Spring Hill base.

About one in five sampled points fall in FEMA zone AH or AE, and roughly three quarters of the sampled soils are poorly or somewhat poorly drained (Nobleton, Flemington, Blichton). Candler and Kendrick lots drain freely.

Permit office: Hernando County Building Division (county parcels); City of Brooksville Building Division (levy code CWBE) · official site Check the levy code on the Property Appraiser record first. County applications go through the Tyler portal; flood-zone parcels get no local exemption.

Concrete Contractors in South Brooksville: City or County Starts at the Property Appraiser

South Brooksville is an unincorporated census-designated place that wraps the south side of the City of Brooksville. The 2020 Census counted 4,311 residents and 2,280 housing units across about 18 square miles of land. Mail here carries ZIP 34601 or 34604 (of our 31 sample points, 18 fell in 34601 and 13 in 34604), and the edges touch 34602 and 34613.

The City of Brooksville tells owners to check the levy code on the Property Appraiser record. CWBE means the city permits the work. CWES means the city says to contact the Hernando County building department. We read the code before we write the quote, and for city parcels we point you to our Brooksville page, since the city runs its own building division.

For county parcels, the full permit steps are in the Hernando and Pasco permit guide.

A Redevelopment Area With Old Streets and New Plans

Hernando County describes South Brooksville as a tight-knit historical community in the east-central part of the county with a rich faith-based history. The land was historically low-density residential, industrial and manufacturing, with a north-south railroad running through it. Today the county treats it as a designated Community Redevelopment Area. The plan targets aging infrastructure and pedestrian, bicycle, vehicular and transit mobility, and it names a resident advisory group, South Brooksville TRAC, and the South Brooksville Action Team.

The county also calls the area the entryway to Downtown Brooksville and lists the Brooksville Engineering, Science and Technology charter school here. By the 2020 Census count, 44.7% of residents lived in urban areas and 55.3% in rural ones, so a South Brooksville job can be a city-style lot near U.S. Route 41 or a rural parcel with a long entry road. State Road 50 crosses the northern part and US 41 crosses the middle.

Both ends of that range can call for sidewalk and walkway work from concrete contractors in South Brooksville as well as a driveway.

These are our typical ranges as concrete contractors in South Brooksville. Tear-out, drainage and the permit step move a job up or down inside them.

One Sample Point in Five Lands in AH or AE

Of 31 sample points inside the community boundary, 80.6% fell in zone X, 12.9% in zone AH and 6.5% in zone AE. Those are shares of points, not acreage. AH marks shallow ponding areas, and 4 of the 31 points land in it.

Both A-type zones take away the county's permit exemptions. Hernando's exemption list, dated August 6, 2026, exempts non-structural concrete slabs under 500 square feet, but only patio-style slabs, and it excludes properties in a Special Flood Hazard Area. The county's $7,500 notice, dated July 1, 2026, lets some single-family work skip a permit on written request, and it also carves out any property in a flood zone. A slab poured with the intent to build on it later needs a permit either way.

So check the zone first, then decide on the permit. If your parcel is in AH or AE, expect a permit even for a modest patio, and ask the Hernando County Building Division to confirm.

Nobleton, Flemington and Candler Make Three Different Pours

The USDA soil map at the same 31 points shows how much the ground changes. Nobleton fine sand leads at 35.5%, somewhat poorly drained. Flemington fine sandy loam takes 12.9% and is poorly drained. Blichton loamy fine sand takes 16.2% across two slope classes and is also poorly drained. On the other end, Candler fine sand (9.7%) is excessively drained, and Kendrick fine sand (9.7%) is well drained.

About three quarters of the points, 74%, are poorly or somewhat poorly drained. On those lots, the sub-base and the slope to drain do the heavy lifting. NRCS rates Flemington and Blichton "very limited" for dwellings. That flags drainage. It's no reason to skip the pour.

A Candler or Kendrick lot has the opposite problem: loose sand needs even compaction. As concrete contractors in South Brooksville, we read the soil on your lot, then set the base and edges to match. Our slab page explains reinforcement and thickened edges.

Your Driveway Entrance and the Public Works Letter

Work in the county right-of-way, alleys and permanent easements needs prior approval from Hernando County Public Works. For a driveway, the path is simple. A homeowner can send an individual request to build or modify a residential entrance and accept full responsibility for it. The county says that request carries no permit fee and no financial security. The county then sends a letter with the inspection requirements and the specifications for the entrance. Read the county's right-of-way page before you commit to a plan.

On a paved road, Hernando wants the apron at least 12 feet wide, from the edge of the pavement to the property line. US 41 and SR 50 are state roads, so a new or majorly altered connection on either needs an FDOT permit on top of the county approval. We note which road your lot touches during the visit. Our driveway page covers the rest of the pour.

Houses From 1982, Mobile Homes and Slabs Under Sheds

The median home in South Brooksville was built in 1982. About 61.8% of occupied homes are owner-occupied (1,342 of 2,173), 62.3% of units are single-family detached (1,719 of 2,757) and 24.0% are mobile homes (662).

A slab poured around 1982 is now past 40 years old, and our repair and resurfacing service starts with whether the base under a cracked slab is still sound. A mobile home lot can call for a carport pad, a porch slab or a longer driveway. The county's exemption list is specific here: a new slab with footings under a 120 to 288 square foot state-approved shed or a premanufactured carport needs a permit, while an existing slab does not. A flat patio slab is a different animal from a pad meant to carry a structure.

Tell us what the slab is for. We'll say which side of that line it sits on, and your patio or pad quote names the permit step.

What to Send Before We Look at Your Parcel

  • Your parcel number or address, so we can read the levy code (CWBE or CWES) and the flood zone.
  • The road you front, and whether your entrance is paved to the property line.
  • Any old slab you want out or resurfaced, and how big it is.
  • Where water sits after rain, and where it should go.
  • The job: driveway, patio, slab, walk or stamped concrete.

Send those five items and we'll read the levy code and flood zone before the visit, the first step for concrete contractors in South Brooksville.

Nearby, our pages for Brookridge, Masaryktown, High Point and Spring Hill cover the next communities over, and the service area page lists them all.

South Brooksville Concrete Questions

My mail says Brooksville. Do concrete contractors in South Brooksville pull a city or county permit?
It depends on the parcel, not the mailing name. The city tells owners to read the levy code on the Property Appraiser record: CWBE means the city permits, CWES means contact the county. The community itself is unincorporated Hernando County. We read the code before quoting and tell you which office to use.
Does an AH flood zone cancel the 500 square foot patio exemption?
Yes. The county's exemption list excludes properties in a Special Flood Hazard Area, and AH and AE are both A-type zones. Plan on a permit for a patio there. Ask the Building Division to confirm, and we'll put the permit step in your written quote.
Where do I submit a Hernando County application now?
Through the county's Tyler portal, which went live March 3, 2026. The county says applications sent through the old portal will be denied. Owner-builders schedule inspections by email or phone with the Building Division. The permit step shows up as its own line in our quote.
I want a concrete pad under a shed. Is that a permit job?
Yes, if it's new with footings. The county list says a new slab with footings under a 120 to 288 square foot state-approved shed needs a permit, while an existing slab does not. Tell us the shed size and we price the slab and the permit step together.
My driveway entrance is on a county road. Do I pay a county fee?
For a homeowner-requested residential entrance, the county says no permit fee or financial security applies, but Public Works must approve first and then sends a letter with inspection requirements. US 41 and SR 50 are state roads, where a new or majorly altered connection also needs an FDOT permit.
My yard stays wet. Does that rule out new concrete?
No, but it changes the plan. About 74% of points here are poorly or somewhat poorly drained, so we focus on the sub-base and a slope that sends water away. The worst spots may need a drainage fix first. We see the yard before we price it.
